COWELL, Peter (1838-1909) Liverpool 1853-1909 (CL 1875)
He was one of the outstanding pioneers of the public library movement and a LA founder. Founder member of the Librarians of the Mersey District (1887). He presided over a major development of the branch libraries in his own city and the building of the Hornby Art Library (1906).. He paid special attention to efficient cataloguing and published several printed catalogues which were regarded as of much more than local significance.
